Can any one tell the circuit of timer controlled street light?

Not the traffic light but street light
how can i further prevent it from switching on due to bad light condition lasting for less than 5min, may b due to clouds

I would probably wire a contactor connected across a timer set to 5 minutes to the phototransistors. Check out the following link:
